Lancashire Constabulary’s Estates Asset & Strategy Department is seeking an Estates Surveyor, to be based at Hutton Headquarters. The site is accessible by public transport and there is also free car parking on site.

The purpose of this role is to undertake general practice surveying and asset management to promote and continuously develop an efficient and effective estate.

Key responsibilities: This is not a comprehensive list of all the tasks which may be required of the post holder. It is illustrative of the general nature and level of responsibility of the work to be undertaken.

• Provide Force with advice relating to the Law of Property Act including dispute resolution Advise and keep knowledge of current legislation that affect the estate i.e. planning law, Landlord & Tenant Act & Courts Act.

• To deal with Landlord and Tenant matters including lease interpretation, advice on granting and taking of leases, rent reviews, dilapidations, action lease obligations, managing lease arrangements to optimise returns and minimise liabilities.

• Responsible for certified asset valuations and insurance valuations of the police estate, to ensure the upkeep of the PCCs Capital Asset Register, in accordance with CIPFA regulations.

• To carry out other valuations as required, including market and impairment.

• To provide information and support the development of the Constabulary’s Estate Strategy.

• Acquisition and disposal of property including, site searches, valuations, planning, negotiations with 3rd parties, relative to the role.

• Identification and resolution of title issues, boundary disputes and encroachments, with regards Force and Land Registry records.

• To support in the resolution of all property and occupation matters arising within the Force.

• Procure services and consultants in accordance with financial regulations and contract standing orders.

• Demonstrate a strong personal commitment to delivering and achieving value for money, whilst providing high quality service.

• Participate in PDR process.

• Work with customers and colleagues to ensure delivery of effective communication and management of expectations. Adopting a customer focussed approach.

• Good awareness of Constabulary and Estates strategies, ensuring that all deliverables are aligned.

• To be responsible for improving your performance by participating in the Professional Development Review (PDR) process with your manager.

• To carry out any other duties which are consistent with the nature, responsibilities and grading of the post.
